Kyra’s Law Weakens Safeguards and Contradicts the Bill’s Own Expanded Recognition of Abuse
Section 4(b) prohibits courts from considering whether one parent contributed to a child’s reluctance to interact with the other parent—even when such reluctance results from clearly harmful behaviors. This provision directly conflicts with the bill’s expanded definitions of coercive control and psychological abuse. The bill rightly acknowledges that coercive control can manifest through: manipulation, isolation, threats, pressure, undermining personal relationships, or interfering with perceptions, autonomy, and emotional stability.
Yet Section 4(b) effectively suggests that children are immune to these very forms of coercive control when the perpetrator is a parent.
Modern and peer researched family science MUST drive family law reform, not emotions, personal gain and special interest.
